About:
The 2024 “Science and Technology Innovation Action Plan” International Scientific and Technological Cooperation Program is now open for application. This year, there are THREE targeted funding topics. For more details, please refer to the STCSM website for the official announcement in Chinese.
Topics and Sub-areas:
Topic 1: Inte-rgovernmental (-institutional) Cooperation Projects
To fund no more than 50 projects, up to 700,000 RMB.
- Research objectives: Support joint research with high-level foreign universities, research institutes, technology companies and technology organizations, further strengthen academic cooperation and promote win-win development. There is no limit on the country of cooperation and research field, and focus on supporting high-level joint research in cutting-edge fields, and give priority to countries and regions that have signed cooperation agreements with the Shanghai Science and Technology Commission.
- Supporting areas: micro-nano electronics and photonics, artificial intelligence-driven scientific research, synthetic biology, cell therapy and gene therapy, medical robots, controlled nuclear fusion, and green fuels.
- Priority support for cooperation countries: Finland, Hungary, Belarus, Brazil, Chile, Israel, Thailand, Cambodia, Vietnam, Germany (Baden-Württemberg), Sweden (Gothenburg), Russia (St. Petersburg), Australia (Queensland), New Zealand (Dunedin), and Canada (Quebec).
Topic 2: High-level international joint research and cultivation projects
To fund no more than 4 projects, up to 3 million RMB.
- Research objectives: Relying on the city's strong scientific research strength and extensive international cooperation research entities, take the lead in building a multilateral cooperation network, establish a multilateral investment mechanism, and unite the scientific research forces of multiple countries to jointly carry out high-level international joint research.
- Supporting areas: neutrino detection, photon large scientific facilities, climate change and response, intelligent unmanned systems.
Topic 3: "Belt and Road Initiative" International Science and Technology Cooperation
- Sub-area 1: "Belt and Road Initiative" Joint Laboratory Construction
To fund no more than 5 projects, up to 1.5 million RMB.
- Research objectives: Support the high-quality development of the "Belt and Road Initiative", actively serve the construction of the "Belt and Road" innovation road and the construction of Shanghai Science and Technology Innovation Center, build a high-level joint research platform, realize mechanism-based scientific and technological cooperation, and contribute scientific and technological strength to promote regional economic and social development.
- Supporting areas: green fuels, carbon capture, utilization and storage technology, cloud-edge collaborative computing, synchrotron radiation light source key technologies, biomedical materials.
- Research content: The parties to the cooperation will promote high-level pragmatic cooperation with the "Belt and Road Initiative" countries in the field of science and technology through joint research, academic exchanges, joint talent training and other means. Build a high-quality cooperation platform integrating scientific research cooperation, talent training, knowledge dissemination and achievement transformation.
- Sub-area 2: “Belt and Road Initiative” Young Scientist Exchange
To fund no more than 30 projects. For young foreign scientists coming to Shanghai for 6 months, the project funding amount is 200,000 RMB; for young foreign scientists coming to Shanghai for 12 months, the project funding amount is 400,000 RMB.
- Research Objectives: Focus on supporting young scientists from “Belt and Road Initiative” countries to come to Shanghai to cooperate with our institutions to carry out scientific research, and promote scientific and technological exchanges and long-term cooperation between Shanghai and relevant countries and regions.
- Supporting areas: natural science fields
Funding Amount and Period:
The funding amount is determined on an individual basis. The upper limit for each sub-area varies. The funding period is from December 1, 2024 to November 30, 2027.
Application Eligibility:
- If applicants are proposing new projects based on a previous project funded by municipal financial resources or other organizations (e.g., the Ministry of Science and Technology, the National Natural Science Foundation of China, etc.), the similarities and differences between the previous and the current projects, as well as their inheritance and development relationship should be clearly elaborated.
- Applicants who are leading TWO or more STCSM projects are not eligible for this program (Projects under the topic "Belt and Road" International Science and Technology Cooperation are not subject to this restriction).
