About:
In order to further explore the original basic theories of economics based on Chinese practice and encourage original innovations for major national needs, the Management Science Department of the National Natural Science Foundation of China plans to fund the "Basic Theory and Governance Methods of Data Circulation Market" original exploration plan project (hereinafter referred to as the original project). This project encourages the full integration of multidisciplinary research paradigms such as economics, management and information science, breaks through the limitations of existing disciplinary theories, builds basic theories and governance methods for data market circulation, helps build a digital China, and serves and promotes the high-quality development of China’s economy.
Scientific Goal:
Explore the flow and value creation process of data elements among different economic entities, explore the impact of data elements entering various links of production, circulation and application on various entities, explore the basic economic theories and mechanism design principles of data fusion among multiple entities; explore the design of management coordination mechanisms in complex economic systems involving multiple entities and multiple industrial chains with the support of artificial intelligence and data fusion technology, and optimize resource allocation, risk control and social welfare among different entities. By combining multidisciplinary knowledge systems and research paradigms, we can achieve breakthroughs in traditional economics, management and complexity science theories, initially form a basic theoretical system of the data market, and further enhance the theoretical significance and guiding value of the research conclusions in combination with China's innovative practices.
Key Scientific Questions:
This project takes the mechanism design and governance methods of the data market as the core scientific issues, which specifically include the following two aspects:
- Data market theory research: Systematically study the new characteristics of data as a production factor and the prerequisites for participating in market circulation. From the perspective of the overall macro-market, explore the mechanism and complexity logic of the formation and evolution of the data market, as well as various factors that affect the formation of the data market and the efficiency of data market allocation, especially combining data characteristics to study the essential reasons for high data transaction costs and theoretical methods to reduce transaction costs. Study the new characteristics of the data market structure and the emergence mechanism and conditions of the integrated multi-level data market, and design contract mechanisms and infrastructure architectures that match the data characteristics.
- Data market governance method research: From the perspective of multi-party collaborative market governance, explore the economic characteristics and behavioral characteristics of each element of the data market from the macro and micro levels, including economic entities, market interaction network structure, competition and cooperation relationships, endogenous niche market formation and its evolution laws. Explore the root causes of data market failure and effective strategies for government regulation. Research the paths and governance systems for orderly development in the primary data market stage, and explore the formation mechanisms and market governance mechanisms and strategies of market competition, price mechanisms, market specialization and division of labor and cooperation, and multi-level market structures under conditions of high market uncertainty and incomplete information.
Funding Topics:
- Systematically study the new characteristics of data as a production factor and the prerequisites for participating in market circulation, explore the mechanism of data market formation and evolution, and study the new characteristics of data market structure and the emergence mechanism and conditions of integrated multi-level data market.
- Study the supply and demand relationship of data market, the interactive relationship of professional cooperation and its equilibrium conditions, explore the coordination and governance mechanism of imperfectly competitive data market, propose the mutual influence and coordinated management means between data market and related product market, and seek the root cause of data market failure and effective strategies for government regulation.
Funding Period and Amount:
The funding period is generally 1-3 years, and the funding intensity is generally not more than 1 million RMB per year. Applicants can choose the funding period and propose funding requirements in a realistic manner based on the actual needs of their research work.
Eligibility:
- Any researchers who have conducted basic research projects or have other basic research experience are eligible to apply;
- The applicant can only apply for ONE innovative program (原创项目) in the same year (including pre-application);
- This project will not count toward the total number of applications at the time of submission, but it will be included from the official receipt until the funding decision by the Natural Science Foundation of China and after funding is granted.
Application procedure:
The application procedure is divided into pre-application and formal application.
- For the pre-application process, In the “申请与受理” (Application and Acceptance) menu of the system, click "原创项目预申请" (Original Project Pre-Application) to enter the pre-application filling page, select "指南引导类", and select "数据流通市场的基础理论与治理方法“. The application code is based on the specific field of the project research, and you can choose the corresponding subject application code.
- The pre-application mainly describes the originality, scientificity and potential influence of the proposed academic ideas, and the word limit is 2,000 words. Applicants fill in the relevant content of the pre-application according to the relevant prompts in the information system and submit it directly to the National Natural Science Foundation of China.
- Once the pre-application was accepted by NSFC, the applicants will get notice via email. Applicants should fill in the formal application according to the requirements of the "Special Project-Original Exploration Program Project Formal Application Writing Outline". The core research content of the formal application should be consistent with the pre-application.
- Unless otherwise specified, the total number of collaborative research institutions for each original project shall not exceed 2; the main participants must be the actual contributors to the project.
