About:
The overall goal of this key project is to strengthen technology supply in six aspects, including space optimization, quality improvement, smart operation and maintenance, green empowerment, intelligent construction, and low-carbon transformation, around the realization of sustainable development of urban economy, society, and ecology, break through the basic theory of application, and develop core technology equipment to provide innovative scientific and technological system support for improving the functional quality of cities and buildings in my country and achieving green, low-carbon and sustainable development.

 

The 2024 project guidelines adhere to the principles of problem-oriented and focused, focusing on six aspects, including space optimization, quality improvement, smart operation and maintenance, green empowerment, intelligent construction, and low-carbon transformation. According to key technology and application demonstration categories, 28 guide directions are planned to be launched, with a national allocation of approximately 539 million RMB. In principle, the ratio of supporting funds to national funds for application demonstration projects shall not be less than 2:1. In principle, the ratio of supporting funds to national funds for key technology projects shall not be less than 1:1. Demonstration projects are encouraged to be demonstrated in the National Sustainable Development Agenda Innovation Demonstration Zone. The proposed project should be consistent with the direction of the guideline (secondary title, such as 1.1) and must cover all the research contents and assessment indicators listed.

“Open Bidding for Selecting the Best Candidates” (揭榜挂帅)

 

About:
The bidding focuses on major application scenarios such as housing (building) quality improvement, existing housing (building) safety, urban lifeline infrastructure safety, urban renewal, and intelligent construction. It intends to solve key practical problems such as housing quality and quality improvement, housing safety physical examination monitoring and risk warning, urban underground pipeline digitization and comprehensive intensive construction, urban gas system accident hidden danger investigation and control, construction project fire prevention, overall protection and inheritance of historical and cultural cities, construction site intelligent construction, and construction project large models. It is planned to launch 9 projects and arrange a total budget of 236 million RMB for national funds.

 

There is no threshold for the application for the bidding. There is no registration time requirement for the project lead application and participating institutions, and there is no age, education and title requirement for the project (topic) PI. For the list direction where the number of applied projects is not more than the number of projects to be supported, the project review and project establishment will still be carried out according to the procedures.

  1. Research and demonstration of key technologies for improving housing quality and quality (common key technologies)
  2. Research and development of key technologies and equipment for safety physical examination, assessment monitoring and risk warning of existing houses (common key technologies)
  3. Key technologies and applications for numerical simulation of fire prevention capacity of construction projects and rapid determination of physical fire prevention performance (common key technologies)
  4. Research and demonstration of key technologies for investigation and control of accident hazards in urban gas systems (common key technologies)
  5. Research and development and demonstration of key technologies and equipment for the construction of a digital "one map" of urban underground pipeline networks and comprehensive and intensive construction (common key technologies)
  6. Research and demonstration of key technologies for improving the performance of existing building water systems (common key technologies)
  7. Research and application demonstration of key technologies for digital governance of overall protection and living heritage of historical and cultural cities (application demonstration category)
  8. Research and application of multi-scenario intelligent construction equipment operation efficiency control technology for construction projects based on engineering Internet of Things (common key technologies)
  9. Key technologies for the construction and application of large models of construction projects (common key technologies)

Project Requirement:

The project implementation period is generally no more than 3 years. Each project shall have no more than 5 topics, and the total number of project participants shall not exceed 10. There shall be 1 person in charge for each project and 1 person in charge for each topic. The project PI may be the person in charge of one of the topics.

 

Application Eligibility:

  1. The project (topic) PI must have a senior professional title or a doctoral degree, be born after January 1, 1964, and work on the project for no less than 6 months each year. The project (topic) PI who applies for the project (topic) should be a formal staff member of the project (topic) leading institution. There are no age, education and professional title requirements for the project (topic) PI of the "unveiling the list and leading the team" project (topic).
  2. In principle, the project (topic) PI should be the proposer of the main research ideas of the project (topic) and the scientific and technological personnel who actually presided over the research.
  3. The project (topic) PI is limited to applying for 1 project (topic); the project PI of the ongoing project of the National Key R&D Program and Science and Technology Innovation 2030-Major Project shall not lead or participate in the application of the project (topic), and the project PI may participate in the application of the project (topic).
  4. The total number of projects (topics) applied for as the project (topic) PI and project major participants and the ongoing projects (topics) of the National Key R&D Program and Science and Technology Innovation 2030-Major Project shall not exceed 2. The key special projects of "intergovernmental international scientific and technological innovation cooperation" with a budget of no more than 4 million yuan from the central government's special funds and the key special projects of "strategic scientific and technological innovation cooperation" in Hong Kong, Macao and Taiwan with a budget of no more than 4 million yuan from the central government's special funds are not within the scope of the restrictions.
  5. The PI and major participants of the ongoing projects (topics) of the National Key R&D Program and Science and Technology Innovation 2030-Major Projects shall not withdraw from the ongoing projects due to the application of new projects; after withdrawing from the project R&D team, in principle, they shall not take the lead or participate in the application of new national key R&D program projects during the execution period of the original project.
  6. The National Key R&D Program Project (excluding Young Scientist Project, Science and Technology SME Project, International Cooperation Project, limited to project PI and sub-award PI), Science and Technology Innovation 2030-Major Project (excluding Young Scientist Project, limited to project PIs and sub-award PI), and the National Natural Science Foundation Major Project (limited to project PIs and sub-award PIs), Basic Science Center Project (limited to PIs and major participants), and National Major Scientific Research Instrument Development Project (limited to project PIs and main participants with senior professional titles of department-recommended projects) implement joint restrictions. In principle, the total number of projects (topics) applied for and under research by scientific researchers during the same period shall not exceed 2.
  7. The ongoing projects (including tasks or topics) whose execution period of the project task book (including the extended execution period) ends before December 31, 2024 are not within the total number of restrictions.
  8. Experts who participated in the implementation plan of key projects and the compilation of this year's project guidelines or lists are not allowed to apply for key projects (topics) in principle.
  9. After the application for the project is accepted, the application institution and the person in charge cannot be changed in principle.
